OBTAINING THE SCHEDULE A LETTER

What is Schedule A for persons with disabilities?

According to the U.S. Office of Personnel Management, Schedule A is a special appointing authority that agencies can use to non-competitively appoint individuals, including eligible veterans, who have a severe physical, psychiatric, or intellectual disability. (see Schedule A Hiring Authority)

The U.S. Equal Employment Opportunity Commission has provided several resources regarding the Schedule A letter. 

According to the U.S. Department of Labor, the Schedule A letter can be prepared by a licensed medical professional, certified rehabilitation professionals, and local, state and federal disability agencies.

The Psychiatric Rehabilitation Association lists several states that have state recognition of psychiatric rehabilitation practitioners, such as Florida, Georgia, Hawaii, Idaho, Illinois, Iowa, Louisiana, Maine, Maryland, Minnesota, New York, New Jersey, Oklahoma, Pennsylvania, and Virginia.

Certified PSYR specialists are considered rehabilitation specialists under federal regulations. Mental Health - Psychiatric Rehabilitation® (MH-PSYR®) and Community Health Worker Mental Health - Psychiatric Rehabilitation® (CHW-PSYR®) specialists are qualified and competent rehabilitation professionals to prepare the Schedule A letter.
